IECQ HSPM Gap Analysis & Certification
Hazardous substance process management (HSPM) is a technical approach to implementing and maintaining hazardous-substance-free (HSF) products and production processes. It was developed to enable suppliers to demonstrate, through third party assessment, their compliance to customer requirements for HSF electrical & electronic component and assemblies that meet specific local, national and international requirements.
HSPM certification through the International Electro-technical Commission(IECQ) will provide companies with an internationally recognised certification process, which demonstrates their ability to control and manage their complete supply chain in order to manufacture HSF products or assemblies.
In October 2005 an international specification (QC 080000) was adopted as the benchmark for certification. Through this specification, third party assessors can examine a company’s processes to manage, minimise and/or eliminate hazardous substances so as to meet the highest standards, including the requirements of the European RoHS Directive.
LCIE (a Bureau Veritas company) was selected as one of 4 companies to take part in the pilot programme for HSPM, in April 2005, and subsequently became the first company to issue a IECQ HSPM certificate in France to Deltron Electronics.

Process
There are no definitive rules regarding the preparation for HSPM certification. Some companies feel that they have sufficiently mature processes and available manpower that they undertake the whole preparation in house. Others prefer to have a clear understanding of the problems before they start. If you follow the latter course of action, a “Gap Analysis” could be the solution for you.
